Here is the first line of code to be used while dealing with any bureaucracy.  The expectation for you is that you familiarize yourself with anything within this code should you not already know. In this particular line of code, if you do not have FOIA in your shorthand vernacular, get there fast and then and only then, apply this code and watch the person at the counter melt down and go into a factory reset right in front of you.

Code #0001: FOIA "Foya"

Before approaching the representative, ensure you have submitted a FOIA request for the software used in your interaction. Once received, calmly present your findings, asserting your rights under Colorado law. Focus on the specific software controlling the system, requesting documentation on how decisions are made and why certain outcomes occur. By understanding the inner workings of the system, you gain leverage over the representative, allowing you to negotiate effectively and secure favorable outcomes.

Tell the representative the following:

I have sumbitted a Freedom of Information request to the appropriate department, requesting all of your inner-office traning software as well as traning and protocols for beneficiary communications and while that is working in the background, I am here to....

That's it! As long as you have done all of the necessary leg-work, you can stand on that.
